INDIANAPOLIS -- Day two of the combine featured 20 more coaches and general managers hitting the podium to give their state of the team addresses. Our heads were spinning even before the report surfaced that the Browns had made a run at Jim Harbaugh. Two 49ers sources denied any reports of Harbaugh trade talk to NFL Media Insider Ian Rapoport.

Niners general manager Trent Baalke spoke before that report came out, but new Browns coach Mike Pettine will be in the house Saturday to address the issue. In the meantime, here's what Marc Sessler, Chris Wesseling and I learned in Indianapolis on Friday:

1. It's not completely stunning that Harbaugh's contract situation has bubbled over into controversy. Yes, Harbaugh joining the Browns would have been a whopper. But the issues related to Harbaugh's contract situation have been brewing for a while.

2. Baalke made it clear that the 49ers aren't going to ask running back Frank Gore to take a pay cut. The team is not considering releasing him. They also will not consider trading backup running back LaMichael James.

3. Any speculation that Wes Welker might be a salary-cap casualty appears to be unfounded. Coach John Foxsaid Thursday that it's not a "tremendous decision" because Welker is under contract. Broncos football czar John Elway reaffirmed that stance on Friday, indicating he expects Welker to be back because he's under contract.

4. Elway confirmed Eric Decker needs to "hit the market" to know his value. A re-signing sounds unlikely.

5. The Panthers, on the other hand, continue to act strange when asked about Steve Smith. When Sessler asked Ron Rivera about Smith's status moving forward, Rivera said the following:

"We got to look through everything, there's a lot of scenarios that we're putting together as a football team."

When asked if any of those scenarios included Smith not making the team, Rivera said: "Not quite sure."

6. Rivera was more optimistic about retaining defensive end Greg Hardy. The franchise tag is an option for him.

7. The Panthers picked up 2014 and 2015 option years on linebacker Thomas Davis' contract worth $13.5 million over two seasons, NFL Media Insider Ian Rapoport reported, citing a source informed of the team's business dealings.

Rapoport also reported that the Cleveland Browns' interest in Buffalo Bills safety Jairus Byrd is "real." Perhaps the Bills could place the franchise tag on Byrd, and then trade him?

8. The St. Louis Rams aren't cutting cornerback Cortland Finnegan, at least not yet. Coach Jeff Fisherindicated he expected Finnegan to be part of the team's offseason program despite his huge salary. General manager Les Snead also indicated the team would be patient evaluating Finnegan. It sounds like the team wants to see how Finnegan performs in the offseason before making a final decision on him or asking him to take a pay cut.

9. The Rams continue to support Sam Bradford as their only option at quarterback. Snead also said that running back Zac Stacy's workload is only going to increase in 2014.

10. The Bengals are not thinking about replacing Andy Dalton. In fact, they are ready to start long-term contract negotiations with him. (Somewhere, a Bengals fan just threw a computer against the wall.)

11. Cincinnati coach Marvin Lewis indicated that the franchise tag was an "option" for defensive endMichael Johnson, but it didn't sound likely.

12. Lewis threw a little cold water on Giovani Bernard's fantasy owners, indicating that his workload was close to maxed out last year.

13. The more we hear about tight end Jermichael Finley, the more we think he'll be back in 2014. A return to Green Bay remains quite possible.

14. Publicly, the Colts continue to support Trent Richardson as aggressively as possible. There continue to be whispers behind the scenes about Richardson's professionalism, but the organization remains hopeful he can turn things around.

15. Then again, words spoken at these podiums have to be taken with a grain of salt. I asked Pete Carroll aboutSidney Rice's future with theSeahawks, and he said he was hoping to keep Rice. Not long after that, Rapoport reiterated Rice is likely to get released.

16. Fantasy alert: Carroll talked up running back Christine Michael's breakout potential.

17. The Giants and Tom Coughlin quietly agreed on a one-year contract extension that takes them through the 2015 season.

18. In smokescreen news: Atlanta Falcons general manager Thomas Dimitroff talked up the possibilityof trading up from the No. 6 spot in the draft. Snead, meanwhile, talked about the Rams trading down from the No. 2 pick just like he did a few years ago. Dimitroff emphasized the need for the Falcons to improve their line play on both sides of the ball.

19. It sure sounds like Arizona Cardinals coach Bruce Arians is too impatient to draft a quarterback and wait for him. Arians has faith thatCarson Palmer can play well until he's"36, 37," and Arians loves his backupDrew Stanton.

20. If the Miami Dolphins keep cornerback Brent Grimes, it probably won't be with the franchise tag.

21. A new contract for Detroit Lionsdefensive tackle Ndamukong Suhshould be wrapped up soon, according to Lions GM Martin Mayhew.

We'll be back Saturday, when the attention will partly turn to the field. Yes, there are some players here to work out in shorts.

On the latest edition of the "Around The League Podcast," the guys speculate on big names who could be cut, then talk offseason forecasts for the Packers and Raiders.

So now we aren't even going to ask him to take a pay cut until late in the offseason by which time all the good FA are gone, I hope Fisher knows what he's doing, this is one decision I'll readily criticise him for if he gets it wrong.

Zac Stacy will get more carries for St. Louis Rams

We have good news for Zac Stacy's fantasy owners. The St. Louis Rams running back isn't going to see a lesser role in Year 2; the Rams see him as a workhorse.

"He should be more productive (in '14) because he should have more carries," Rams general manager Les Snead said when asked if Stacy's role would transfer over to a new season.

It would be hard for Stacy to touch the ball more per start than he did last season, when he had 250 carries in just 12 starts. The key here: The Rams expect him to start in all 16 games in 2014. Despite being a sixth-round draft pick, the Rams see Stacy as a foundation to build around.

Some other notes from the Rams:

» Snead made it sound like the Rams were in no hurry to release cornerback Cortland Finnegan despite Finnegan's huge $10 million cap number. Coach Jeff Fisher later confirmed it.

"He's healthy now," Fisher said of Finnegan. "We expect him back in the offseason program."

That's surprising news. Perhaps the Rams are confident that Finnegan eventually will agree to a pay cut or perhaps they just don't feel the need to make the decision before free agency. The Rams have a lot of cap room available.

"The nice thing about our situation capwise ... we're not walking around scrambling that we got to do anything to function," Snead said.

He said the Rams don't have to make a "non-football decision" on Finnegan, then pointed out Finnegan's injury problems last season were a factor in his poor play. Snead went on to say you "can't have enough corners" who also can play inside and that the team wanted to see how Finnegan fits with the Rams' defense under new coordinator Gregg Williams.

As NFL Media Insider Ian Rapoport pointed out, the Rams might want to see if Finnegan gets his legs back before they make a final decision on his status.

» Snead addressed whether taking a premier pass rusher (Jadeveon Clowney) was an option despite already having great players at the position. Snead said you "better have a plan" for how to get everyone on the field if you go that route.

» Snead said Fisher has no "philosophy" against taking offensive linemen high in the draft despite never drafting a first-round pick on the offensive line. Snead said the two have "laughed" about it. Taking a tackle wouldn't be a surprise at No. 2 overall.

» Fisher said he has "no concern" about the team possibly moving to Los Angeles.

» Snead said he "wasn't losing sleep" over Jake Long's torn ACL and he knows Long will be back next season, if not as fast as quarterback Sam Bradford. Long is not at risk of losing his job.

But then that just screws you even worse, you're paying a player who was one of the worst in the league $10M on the chance that he can get back to where he was two years ago, only to then draft a player to fill his role.

Unless they aim to play Finnegan at FS, making him the highest paid FS in the league.

I think the Rams redo his contract to much friendlier terms and draft a corner! Hoping for an o lineman first! After a trade down, of course!

If we draft a corner we don't need Finnegan I'd rather just take the cap hit from cutting him, and if as the quote says we're going to give him a chance to show what he has both any re-structure, at which point you've given up a shot at a starting FA.

Move Finnegan to safety instead of signing a FA! Thinking Fisher wants to keep him on the team! Just trying to get inside his mind on this one!

If we could restructure so that Finnegan get's $6M over the next 3 years I'd be in favour, but only if he restructures prior to FA.

Agreed! Otherwise I agree that he should be cut! I'm of the mind that the Rams should keep the youth movement going with top young talent across the board!
