Well, theoretically of course. No player should be untouchable for the right offer. A team's entire draft for the next 10 seasons for AD - the Rams would be foolish to not take that, if cap rules allowed that. (hint - the huge accelerated cap hit wouldn't allow that - about $15 million more of a cap hit that the Rams cannot afford)
But offers that are likely to be made for Bortles are not likely in the Rams' interest. They need insurance behind Goff to try to return to the Super Bowl. A capable guy for a game or two could make all the difference. And he's not fetching more than a future late round pick - at best a mid round pick, but unlikely.
Keep in mind that Bortles was playing behind the tag team OL during his two games - generally against many players slated to start or get significant playing time. Wolford was playing against mostly players unlikely to be on an NFL roster this year. I trust Bortles much more to perform during the regular season if he's needed. Have Wolford play against the level of competition that Bortles faced with no offensive starters, and he would not have looked good at all.
OK, let me be a bit more clear then. In an earlier post I had mentioned trading Bortles for either another quality player at a position of our need, or a 2'nd rd. draft pick to a team in need. When I spoke about trading Reynolds, it was again for an equal player at a need position, or for a 3'rd round draft pick. No one is talking about giving our guys away, I want what I believe is proper value, ... and both the QB and WR positions have quality depth. Should there be no trade partner at value, so be it.
For the last few years the Rams have had Mannion as a back-up, and i'm quite thankful we didn't need to call on him during our Super Bowl run last season. Had Wolford been competing against Mannion last year, I doubt there would be any question among Rams fans about their choice for our #2 guy. If you want to be successful in the NFL, sometimes you have to take some risks, the Rams did just that when hiring McVay. Parting with Bortles may seem like a risk to some, less so for me, not after watching Wolford during the pre-season.
You can say that Wolford only competed against the 2's and 3's, but he also only played with 2's and 3's in support of him. In many instances it looked as though his OL would get him killed, but he managed to still capture the imagination of this fan site and made plays. He went out and dazzled us, and I wouldn't find it unreasonable to see him perform quite well with our 1's given the opportunity.
For those NFL fans afraid of a little risk, perhaps shuffleboard would be more to their liking.
