If I was merely told it wasn't the Groundhog, then my second guess would have been Uncle Phil from Fresh Prince of Bel Air... but apparently he's passed away since... :(

Those are some pretty ugly jackets IMO. Looks like any other windbreaker from Kohls. Wouldn't mind trading places with him for a few days though.

For the record, I searched EVERYWHERE for that jacket last Christmas and no one had it. Not even ebay! I got my oldest son the closest thing to it, a pull over wind breaker that's really nice as well.
