VLC: Download VLC media player: http://vlc-media-player.en.softonic.com/download.
Once you download and install, open VLC and go to Open -> Network Stream.
When prompted for a link, enter one of the following (obviously higher is better):

Mobile (Android/iOS): This also works for mobile phones but remember, this will consume quite a bit of data.
In your mobile browser, navigate to this thread and click on a link (I strongly recommend Auto Bitrate for mobile phones).
Stream should start automatically after buffering a little.
Kodi/XBMC: Kodi/XBMC will not natively play m3u8 files but there is a very simple way of getting these to work. Using Notepad on Windows, copy and paste the m3u8 link you wish to use. Save the text file as whatever.strm. Put this saved file on a USB/local location so Kodi can access it. Navigate to the file, open it in Kodi and stream should start.
These streams only work in the US but can be used outside the US with a VPN (will not go into that). The streams may also go down for a few minutes early on but come up after a few minutes. If you're experiencing buffer issues/stuttering, switch to a lower bitrate.
