Word early on Wednesday was that quarterback Brian Hoyer is expected to pick his next team on Thursday, but it looks like his mind is already made up.

Ian Rapoport of NFL Media reports that Hoyer will sign with the 49ers. The Jets were the other team believed to be pursuing Hoyer in the “legal tampering” window leading up to the Thursday afternoon start of the new league year.

The move will reunite Hoyer with 49ers head coach Kyle Shanahan, who was the offensive coordinator for the Browns in 2014 when Hoyer made 13 starts at quarterback. Hoyer will likely be in good position to open the year as the starting quarterback in Santa Clara as well.

With Colin Kaepernick opting out of his deal, the team has no other quarterbacks under contract and are expected to add one during the draft. Hoyer fits the bill as a bridge quarterback who can run the offense until a younger player is ready to take over thanks to his experience in Shanahan’s offense and his spurts of solid play with the Bears and Texans over the last two seasons.

Hoyer’s presence on the 49ers roster would also seem to make it less likely that the 49ers are going to pursue a trade for Kirk Cousins, who has been linked to the team largely because of his own experience with Shanahan.

The 49ers plan to sign free agent wide receiver Marquise Goodwin, NFL Network’s Ian Rapoport reported Wednesday.

Goodwin had his best season as a wide receiver with the Bills in 2016 with 29 catches, three for touchdowns. Goodwin was an Olympic long jumper in 2012, the year before he was drafted by the Bills in the third round, and can stretch defenses with his speed.

Washington had also inquired about Goodwin Tuesday when the free agent negotiation period opened. The 49ers came into the week with plenty of holes to fill across their roster and especially at the wide receiver position. They’ve also been linked to free agent wide receiver Pierre Garcon and recently re-signed Jeremy Kerley.

Goodwin, 26, battled injuries early in his career and only played in two games in 2015. He had three touchdown catches a rookie but didn’t have another until he matched that total last season.

Not impressed with their offseason addressing. Seems like they're moving too fast, getting deals done just to make a move.

Overpaying mediocre to sub-mediocre talent is doing FA wrong. Go get the good player who is young, talented, and a fit who deserves to be overpaid or opt out IMO.

As ineffective as those two moves are, I do give them credit btw for getting Garcon. Yeah, they overpaid and he's older, but he's above average still and will net them good return if they can solve QB.

Kirwan and others have been talking some of the rough numbers in Sirius all morning, so I think the rumors on Garcon are probably accurate.

niners still trying to get cousins.

Those are the rumors that concern me most. Cousins at QB under Shanahan would suck, I'd prefer to enjoy Shanny pullin his hair out this year and rebuilding.

OT: If/when they lose Garcon and Cousins..all the coaching changes....what the fuck is Washington doing?
They were a pretty good 8 win team last year.

Hope you're right. But I'm hearing a lot of numbers and typically that means the two sides have agreed in principle and will sign when the period opens.

Hoyer = will be the backup to whoever they draft in the 1st
Garçon = worth the money, damn good hands, damn good route runner, damn good in the locker room #wishhewasaram
Goodwin = use him right and you have a field stretcher, I'd kick the tires
