I was wondering if this is original or did the Texas Longhorns, or somebody, coin it before us.

A Texas Longhorn would be "horns up" but a Ram would be "horns down".

One step further...You could take the Texas Longhorns hand sign which is fore finger and pinky raised thumb forward but then turn your hand upside down, knuckle forward and pinky/forefinger down to make a Ram hand sign.
