I questioned this in chat when it first happened, but for some reason just thought of it now:

2nd and 22 at SEA 22(15:00) (Shotgun) A.Davis pass short left to T.Austin pushed ob at SEA 25 for -3 yards (K.Wright). PENALTY on SEA-T.Simon, Face Mask (15 Yards), 13 yards, enforced at SEA 25.37
1st and 10 at SEA 12(14:41) T.Mason right tackle to SEA 11 for 1 yard (K.Chancellor, K.Wright).

I understand it was half the distance penalty, but my thought was always if the penalty yardage would put you in the end zone, then it would be half the distance. But this would have left the Rams at the 10 yard line had they gotten the full 15

I believe the rule is either the full penalty yardage or half the distance - whichever is less.
